Justification and Work Statement for Consultant/Expert Appointment. This statement must clearly show:

• (a) A justification for services, including a statement of need due to the unavailability or lack of staff capability to effectively perform needed services;
• (b) Certification that services do not unnecessarily duplicate any previously performed work or services;
• (c) A detailed description of the work or service to be performed i.e. specific statement of task assignments, projects, reports, etc., the consultant/expert will be expected to accomplish during employment; and
• (d) Tthe anticipated duration of the need for the service, including the start and end dates for service or project.
