Justification and Work Statement for Consultant/Expert Appointment. This statement must clearly show:

(a) A justification for services, including a statement of need due to the unavailability or lack of staff capability to effectively perform needed services;
(b) Certification that services do not unnecessarily duplicate any previously performed work or services;
